The Outline of the 15th Five-Year Plan for National Economic and Social Development of Hubei Province has been officially approved at the Fourth Session of the 14th Hubei Provincial People’s Congress and released with authorization by Hubei Daily.
Within the framework of the “Emerging Industries Expansion Program,” the optoelectronics and information industry is positioned as a key strategic pillar, with a clear shift from consolidating existing advantages to upgrading the overall industrial ecosystem.
According to the outline, Hubei will continue to enhance high value-added products in optical communications and laser technologies, while reinforcing its leading position in memory chips. The province also aims to upgrade the national memory base into a world-class integrated “storage-computing” hub—signaling a transition from standalone memory manufacturing toward a more advanced, integrated architecture.
On the materials and device front, the plan explicitly highlights compound semiconductors such as gallium nitride (GaN), gallium oxide (Ga₂O₃), and diamond, emphasizing both technological innovation and the acceleration of commercialization. Compared to previous policy directions, this reflects a stronger focus on translating R&D advances into industrial-scale applications, particularly in next-generation power electronics.
At the application level, Hubei plans to scale up sensors and automotive-grade chips, seize opportunities in next-generation display technologies such as silicon-based OLED, and foster the development of new intelligent terminals. In parallel, the province will promote breakthroughs in integrated “air-space-ground” network information technologies to expand real-world deployment scenarios.
Overall, the plan signals a strategic upgrade from isolated technological leadership to full-chain capability building—spanning materials, devices, systems, and applications—further reinforcing Hubei’s distinctive position within China’s optoelectronics landscape.
Notably, the inclusion of emerging wide-bandgap semiconductors such as Ga₂O₃ underscores a forward-looking commitment to next-generation power semiconductor technologies and their future industrialization.
