【Domestic News】20 Japanese Entities Added to the Dual-Use Export Control Watchlist

In accordance with the relevant provisions of the Export Control Law of the People’s Republic of China and the Regulations on the Export Control of Dual-Use Items of the People’s Republic of China, it has been decided to include 20 Japanese entities, including Subaru Corporation, in the “Entities of Concern” list, due to the inability to verify the end-users or end-uses of dual-use items (see attached list).
Exporters of dual-use items to the listed entities shall not apply for general licenses or obtain export certificates through registration. When applying for specific licenses, exporters must submit a risk assessment report regarding the entities on the list and provide a written commitment that the dual-use items will not be used for any purpose that may enhance Japan’s military capabilities. The review period for such license applications shall not be subject to the time limit stipulated in Article 17, Paragraph 1 of the Regulations on the Export Control of Dual-Use Items of the People’s Republic of China.
The Ministry of Commerce will implement stricter end-user and end-use reviews for exports of dual-use items to the entities on the list. Any exports involving Japanese military users, military applications, or other end-users/uses that may enhance Japan’s military capabilities will not be approved.
Entities listed on the “Entities of Concern” may, in accordance with Article 26 of the Regulations on the Export Control of Dual-Use Items, apply for removal from the list if they cooperate with verification requirements. The Ministry of Commerce may remove them from the list upon verification.
This announcement shall take effect immediately upon publication.
